About the event

A unique interactive learning experience which takes you from identifying the issues, through new and innovative co-design and consultation processes, required analysis and feasibility studies, and finally to funding decisions, to implementation and review.

Led by a former head of strategy and policy in Commonwealth and State agencies, this workshop is a must for anyone responsible for or interested in developing their strategic thinking, stakeholder engagement, collaboration and negotiation skills.

In this workshop attendees will enhance their capabilities to:

  • Understand the connection between government strategy, decision making, and policy development

  • Understand the concepts of the APS “Great Policy” model, its underlying values and how to make it work

  • Develop effective stakeholder engagement, negotiation and collaboration skills, to ensure the wider context and impact is considered and understood

  • Successfully lead and coordinate a policy development process, from initiation to implementation.

  • 3 x 1/2 day facilitated program (am)

Why, Where, and How of Government Policy Processes

Leading a Policy Development Process – The Many Roles Required from Cheerleader to Herding Dog

  • Understand the critical impact you can have in policy creation

  • Explore the values and capabilities required to effectively manage and lead policy development processes

  • Learn the various crucial roles to ensure new policy is listened to and learned from

  • Understand the different approaches you should take to the varied roles​

Day 2

Stakeholder Engagement – From Consultation to Co-design

  • Grow your stakeholder engagement capability

  • Identify the varied stakeholders and develop innovativeprocesses for engaging government, industry and community stakeholders

  • Create strategies for effective collaboration, ensuring a whole-of-government approach.

  • Learn who leads, who cooperates and who delivers within the process

Writing it Down - Why Language Matters

  • Learn how to deliver positive messaging

  • Understand the appropriate language to influence effectively

  • Explore the importance of including an evidence base, and the required analysis by government (such as regulatory and environment impact statements)

  • Learn how language can create common vision across stakeholders​

Negotiation and Collaboration with other Agencies and Partners – Including Treasury

  • Learn negotiation strategies for win-win outcomes

  • Learn how to influence stakeholders to gain buyin

  • Learn how to create a collaboration culture across your policy development

Pulling it Together – Setting Up Implementation and Review

  • Understand how to finalise your policy creation

Facilitator

 

Judith Bowtell (she/her)

Director of Albany Lane Consulting.

She has led numerous new policy projects, around cultural infrastructure development;

increasing access to government services; and new funding programs.  In total, her work

secured over $20M in new program funds and government investment, leading to the renewal and reform of major institutions, plus laid the groundwork for major investment in heritage renewal and new cultural landmarks. 

She was Head of Policy at Film Australia (now Screen Australia) and at the Australian Film, Television and Radio School (AFTRS), and has consulted to the Museum of Australian Democracy at Old Parliament House.  She has also worked in the Commonwealth departments of Environment and Heritage.  She was Director, Policy and Strategy at Arts NSW (now Create NSW within NSW Government), supported the Deputy Secretary on policy and parliamentary matters at the NSW Department of Finance and Innovation, and ran the policy and advocacy unit for the Royal College of Australian Physicians.   

 

She has worked directly with heads of departments and Minister’s offices at federal and state level. Major projects included: Review of Film Financing models; new policy proposals for heritage and education programs; research and development of the NSW cultural infrastructure program; increasing incentives for offshore screen production, and subsequent industry and economic benefits; governance reform of major funding programs; and development of policy frameworks and partnerships for increased investment in Aboriginal Arts and Culture in NSW. 

She is highly skilled in strategy and policy development, developing mutually beneficial partnerships and relationships, communications, stakeholder management, negotiation and influence, governance, and network building. 

She is a qualified professional coach, trained in line with the International Coaching Federation competencies and code of conduct and ethics. Her clients include international IT and media companies, health professionals, tertiary education institutions, national cultural institutions, and community-led organisations.  

She holds an Advanced Diploma in Transpersonal Coaching, obtained through 18 months of training and supervision in 2011-2012. She also holds a Bachelor of Arts with honours from University of Melbourne, a Graduate Diploma in Arts Management from University of Technology, Sydney, and has studied at the post-graduate level in positive psychology, corporate wellness and meditation facilitation.
